Have been having this issue for awhile and that is error it gives giving me. In Device Manager, expand category "Sound, video and game controllers".  Under this category, right-click on your sound card device name. I am able to hear the sound from my TV properly. I can actually hear a tiny bit of muffled sound when I use the test button, but I have really good hearing.
